Objectives

This module aims to provide students with knowledge of public service organisations – how they are designed and organised and the current challenges to leadership of complex multi-agency public service problems - and the skills to apply theoretical ideas to their own work practice, define a complex issue and work through the leadership practice for effective change.

Learning outcomes
Upon completion of this module students will be able to:
- Describe the theory of complex adaptive systems and apply it to public service leadership for complex cross agency problems
- Describe the theory of distributed leadership theory and apply it to public service leadership
- Describe and critically evaluate the distinctive leadership challenges in publicly financed personal service organisations
- Evaluate the effectiveness of leadership interventions in systems change
- Recognise the difference between having a strategy and being strategic
- Apply systems leadership behaviour to their own organisation

On completion of this module students will be able to:

- Apply personal skills in strategic thinking and awareness of leadership capability in an appropriate context

Subject Specific
- Select and apply in context investigative and diagnostic skills in analysing the nature of public service problems and leadership practices for these problems
- Apply theoretical knowledge to give insight to organisational contributions
- Critically link theory and practice by applying conceptual tools for thinking to local change


Syllabus

Indicative content
Mechanistic versus adaptive systems – including the difference between tame and wicked problems
Complex adaptive systems – adaptive systems, identity, sense-making, information. Complex adaptive systems – emergence, social systems, change in systems
Strategy and strategic planning
Evidence-based conversations and dialogue
Systems mapping and intended and unintended consequences
Change in systems – how to design change processes fit for purpose for complex problems
Distributed leadership
This module is delivered as a blended combination of lectures, contributions from guest speakers, seminars and other small group discussion opportunities to facilitate students building and drawing together the skills and knowledge acquired during the module.

Private study

126 hours of private study inclusive of:
36 hours additional reading and preparing for taught sessions;
40 hours Post workshop reading and research
50 hours researching and writing assessed coursework.

Online support to facilitate independent learning will be given to the students through the University VLE which will provide additional reading, links to sources of research and national policy, module powerpoint presentations and reading lists.

Opportunities for Formative Feedback

The nature of the cohort and the intensive 3 day delivery of the module will allow enhanced monitoring of progress in the classroom through interactive debate and dialogue case studies and other scenario-based activities. Formative feedback will also be given on draft assignments before summative assessment. Outside of the workshops, as well as regular email communication, students will be encouraged to utilise the VLE for group discussions, questions to the tutor and feedback.
