Objectives

This module is designed to introduce you to media and communication policy and to provide you with the tools with which to analyse and normatively evaluate recent policy developments and debates. Over the course of the semester, you will cover a range of contemporary issues in key policy areas, including media ownership, media content regulation, and public service broadcasting, and the policy debates surrounding new media and the internet.

Learning outcomes
On completion of this module, students should be able to:
1. Demonstrate an understanding of media and communication policy and the forces that shape it.
2. Explain how media policy and regulation impacts on the media industries
3. Evaluate contemporary policy developments and debates and formulate policy recommendations
4. Work in groups and communicate your ideas orally and in writing


Syllabus

This module examines the cultural and political implications of media and communication policy and its significance for the media industries. The module analyses the competing purposes and principles of media and communication policy and the different economic, political, and cultural models of media it may promote (e.g., just another business, the fourth estate, or a public service). The module covers a range of contemporary issues in key policy areas, including media ownership, media content regulation, and public service broadcasting, and the policy debates surrounding new media and the internet. The discussions of these topics will be supported by an analysis of how the policy making process works and of the differing policy approaches found at national and international levels.
