Objectives
On completion of this module, students should be able to:- identify, describe and analyse the major issues in health management, planning and policy.
- describe principles of public service and identify the changing role of the Ministry of health and government in health care delivery.
- use enhanced analysis of different definitions of political, social and economic development and discuss the implications of these on poverty and health.
- carry out policy analysis, develop policies and plans and monitor progress.
- analyse different options for financing health care and organisation of health systems.
- use information and evidence to analyse a situation and solve problems.
- demonstrate strategies for managing resources in situations of limited resources and changing contexts.
- explore the role the health sector might play in improving people's health, given the intersectoral origins of many health problems.
- consider the implication of working effectively with other sectors (governmental and non-governmental), communities and international stakeholders in promoting health.
- use enhanced skills in literature searching, data presentation and use of computers.

Syllabus
The module provides an understanding of the challenges faced by health planners, managers and policy makers in resource limited countries, while trying to address health and health care needs of their people.
The module will distinguish between different concepts of health, and analyse the key aspects of health policy in developing health systems and changing role of Governments and Ministries of health in health care delivery. This will include an understanding of the policy process and the various values that shape the outcomes of this process.
Particular attention will paid in analysing health planning and management in developing health systems. This will give particular attention to: the health planning process, management structures, health systems research, information systems and health programme implementation, monitoring and evaluation.

- 69 hours (3 hours reading per lecture)- 30 hours assignment work
- 84 hours group study, private reading, independent online learning.
Opportunities for Formative Feedback
- One 2,000-word assignment handed in at the end of Week 3- Group work during class work is also used to monitor learning
- Verbal feedback given by lecturer
- One meeting with the Programme Director in week 4 to discuss progress and give guidance.

If a module has more than one assessment, and the student fails one or all assignments, resubmitted work will be marked on merit; however, the maximum mark achievable for a resubmitted component will not exceed 50. Group presentation: Composite mark is calculated from individual presentation mark (25%) and the group presentation overall mark (75%). Marking scheme is provided in the assignment instructions.
