Module summary

This module provides an opportunity for students to discuss performance management, the commissioning process, measurement and organisational effectiveness within the context of Professional groups, Social and Cultural influences, and meeting outcomes for Service users and Stakeholders.

Objectives

Successful completion of this module will require the student to:

- Critically analyse and interpret the determinants of health and welfare nationally and locally
- Critically analyse the commissioning process and its evidence base
- Critically analyse performance management systems and their evidence base
- Critically evaluate goal setting and goal attainment in organisations, and the relationship to user and carer experience, safety and effectiveness of treatment.

Learning outcomes
The student will gain knowledge of:

- Key policy drivers within the NHS and Social Services
- Provider and commissioner roles in the NHS and Social Services including international comparisons.
- Evaluation of qualitative and quantitative information to inform the commissioning process
- Goal and Outcome setting
- Structure, Process and Outcome measurement
- Performance metrics and Evaluation
- User-centred service quality and effectiveness
- Organisational response to performance data including development and system modification

Skills outcomes
Ability to contribute to the development, management and evaluation of:
- Performance management systems and processes
- The commissioning process and its impact on service design, delivery and effectiveness.
- Best practice based on evidence
- Management decisions in relation to addressing performance deficits
- Process and Outcome measurement


Syllabus

Applying the learning achieved in this module will support managers and employees to design and refine performance management systems in order to achieve high quality information that informs management decision making to improve the experience and outcomes of care. Students will gain an understanding of the interrelated nature of commissioning and performance management and how these systems are driving change at all levels in the organisation. The evidence underpinning commissioning and performance management will be examined.

These hours should be used to read textbooks and journal articles relevant to the module. They also include time for course work and assignment preparation and networking with other students on the module.

Opportunities for Formative Feedback

During the module students will be required to undertake course work. This will help develop learning and prepare for the summative assessment. This will be a combination of textbook and journal work, group work and online activity in the VLE at University of Leeds. Feedback on this will be given individually and in groups as applicable to the learning activity.
