Objectives

Students examine cultural policy in both historical and contemporary contexts with a particular emphasis on critical debates about impact and its evaluation.

On completing the Module students will have an understanding of those debates and be able to critically evaluate different approaches to impact evaluation.

Learning outcomes
- Understand the relationship between cultural policy, the ideologies and ethics of public policy and arts and cultural practices.
- Understand the structures, institutions and administrative apparatus of cultural policy-making and implementation.
- Identify the role and purpose of evaluation and assessment within the fields of cultural strategy and policy including contrasting political and administrative requirements for assessment.
- Understand and evaluate the range of contrasting evaluation and assessment methodologies appropriate to cultural strategy and policy.
- Use a range of research strategies for evaluating the effectiveness of evaluation and assessment methodologies.

Skills outcomes
Students practice and develop their analytical and evaluative skills.


Syllabus

In this Module students gain a critical understanding of the processes of public policy-making and the diverse approaches to evaluation and assessment. Students use a range of case study examples to compare and contrast the advantages and disadvantages of different evaluation methodologies.

The issues covered include the social and economic impact of the arts, quantitative and qualitative approaches to assessment and assessing the arts in the context of personal development. Students test their knowledge and understanding of the Module by constructing an appropriately scaled assessment methodology for an actual example of cultural policy implementation.
