Module summary
The module will analyse the current theories and approaches to human resources planning and management for health and their application to developing health systems. The means for developing and the content of a strategic approach to human resources development (HRD) will be analysed, using conceptual framework for the coordination of human resources functions.Objectives
On completion of this module, students should be able to:- analyse the principal structures and process of human resources management, planning and production in health care in developing countries
- critically analyse the relationship between human resources planning and human resources management in the health sector
- evaluate issues related to gender in human resource planning and management
- develop a strategic approach to human resources management and development for the health sector
- carry out key practices in human resources planning and management for the health sector, including hospitals
- develop the relationship between human resources management and in-service training.
Learning outcomes
On completion of this module students should know:
- the relationship between human resources planning and human resources management in the health sector, in the context of developing country health systems.
- the key challenges to human resources planning in health systems of developing countries
Skills outcomes
On completion of this module students will be able to:
- estimate human resources requirements for health facilities and health systems;
- develop strategies for human management and development for the health sector, including hospitals;
- conduct human resources techniques including: job analysis, work allocation and review performance.
- carry out human resources functions such as supervision, performance appraisal, conflict management and leadership in human resources management
Syllabus
The main topics included will be:
- current influences on international human resources policies, barriers to change and the implementation of change;
- the co-ordination of human resources in a health care system;
- the estimation of requirements and supply for human resource planning;
- principal functions and techniques of human resources planning and management for health will be analysed and key techniques will be practised through management exercises;
- particular attention will be paid to employment (eg job analysis, job descriptions, recruitment and selection, induction), issues of gender, retention and change (eg work allocation, career structure and development, motivation and rewards), support (eg supervision, communication, employer and employee relations), development functions (eg in-service training and performance review) of human resources management and development, and leadership in human resources management.

Private study
Students use the private study time and independent online learning to read about the topics of the lectures and to work on their assignment,109 hours of private and online learning include:
- 21 hours of additional reading and preparing for taught session
- 21 hours post lecture reading, 3 hours reading per lecture x 7
- 25 hours researching and writing assessed course work (assignment)
- 42 hours of private reading
20 hours of online learning including using the VLE for additional resource materials.
Opportunities for Formative Feedback
The module design and learning activities allow for monitoring of individual student understanding and progress through student participation in classroom group work, inter-active discussion and the provision of immediate formative feedback by the lecturer during lectures.
