Objectives
On completion of this module, students will be able to:- explain the concepts of project appraisal, monitoring and evaluation and their usages;
- draw the links between project formulation, implementation, monitoring and evaluation in the context of a logical framework;
- appreciate the importance of monitoring and evaluation in project management;
- identify important health services and management functions they wish to monitor or evaluate, select key indicators and describe methodologies and the use of information;
- design a framework (action plan) for monitoring or evaluating a health project or programme of their choice, following the basic steps to planning monitoring and evaluation procedures.
Skills outcomes
Applying knowledge of monitoring and evaluation principles to specific cases.
Planning and management of monitoring and evaluation process: setting objectives; defining stakeholders, criteria, indicators; collecting and analysing information, implementation; awareness of gender and poverty equity.
Drawing conclusions and recommendations for policy and programme management, utilising results of M&E.
Syllabus
The module consists of a series of lectures, tutorials and group work exercises.
The basis of programme/project monitoring and evaluation will be covered during the five weeks as follows:
- The use of the logical framework in project monitoring and evaluation
- Purposes and methodologies (quantitative and qualitative) in monitoring and evaluation
- Process of setting criteria, indicators and standards
- Facilitating the utilisation of monitoring and evaluation results
- Participatory monitoring and evaluation.
