Module summary

This module provides a broad outline of the role of transport mobilities in development. During the module we will become more familiar with the economic, financial, institutional and demographic characteristics of low-income countries and their significance for transport sector policies and technical practices. We will examine development policy and its interaction with transport policy and explore the applicability and outcomes of policy approaches, analytical tools and techniques to different economic, institutional and social contexts.

Objectives

On completion of this module, students should be able to recognise the features which distinguish the transport sector issues in low-income countries from those of industrialised countries. They should be able to assess the applicability of different analytical techniques in varying institutional and economic contexts, and to appraise the likely effectiveness of various policy instruments in the developing country context.

Learning outcomes
On successful completion of the module students will have demonstrated the following learning outcomes

1. Recognise the features which distinguish the transport sector issues in low-income countries from those of industrialised countries demonstrating understanding of the influences on, and options for transport policy in low-income countries;

2. Assess the applicability of different transport policies and the implications of the financing context for low-income countries;

3. Evaluate the applicability of different analytical tools & techniques in institutional and economic contexts.

On successful completion of the module students will have demonstrated the following skills learning outcomes:

1. Work-ready skills including: Problem solving; and analytical skills and critical thinking.

2.Sustainable skills including: Systems thinking; anticipatory/future thinking; and Integrated problem solving.

3.Academic skills including: reflection; critical thinking and academic writing.

4. Technical skills:

4.1 ability to identify key features of the development and low-income country context for transport sector policy analysis;

4.2 comparative policy analysis within the context of low-income countries that have an implication for transport policy;

4.3 impact evaluation of transport measures on a range of development objectives;

4.4 ability to apply understanding of project financing processes e.g, International Financial Institutions and Public Private Partnerships.

Opportunities for Formative Feedback

The module is delivered as a short intensive course over four days. There are lots of opportunities in seminars throughout the short intensive course for students to contribute and to check their understanding and comprehension of individual topics.

A discussion board is used after the module to continue discussion relevant to the assessed work.
