Module summary
This module provides students with an opportunity to acquire essential public health management competence to work towards the building and strengthening of developing health systems. The module will focus on selected public health and health policy issues, their analysis and the selection of appropriate strategies. It will provide an overview of essential public health functions, programme management and planning for health.Objectives
This module aims to provide students with core skills, knowledge and attributes to:-- analyse public health management issues from a multidisciplinary perspective and
- strengthen and build health policy, programmes, services and related management systems within the context of local, national and international health sector priorities
The module will engage participants to discuss and analyse key aspects of health policy and the changing role of governments and ministries of health in developing health systems. The link between health policy and planning will be investigated and discussed, as well as the structures and mechanisms for strategic and operational planning (including programme implementation, monitoring and evaluation). This will be followed by exploring the management of resources to support the implementation of health programmes and plans including management of human resources, finances, infrastructure and information.
Students will learn about the main principles, concepts, topics and practices of public health. The focus will be on the use of and critical evaluation of concepts, methods of data analysis, available evidence and practical interventions.
The module will encourage students to reflect on the importance of good governance, social inclusion, equity and the human right to health in their professional development in public health management.
Learning outcomes
On completion of this module, students should be able to:-
- analyse principles, models and functions of management and leadership including planning, organizing, staffing, directing, monitoring and supervision, and decision making in the context of health and health care systems
- apply epidemiological and statistical methods to analyse the burden of disease, its trends and related health systems requirements
- demonstrate knowledge and critical view of the field of health planning planning and policy making in developing health systems, given the intersectoral needs for addressing many health problems
- critically appraise current issues in health policy and those related to improving quality, access, affordability and acceptability of health services
- appraise different strategies to improve health in order to select the most effective, feasible and equitable interventions
- design coherent policies, health programmes and prepare action plans for implementation of programmes including the management of resources (financing, human resources, information, supplies/logistics and equipment/technology)
- reflect on professional values for public health management
- use enhanced skills in computing and information access

Syllabus
The following topics will be covered:-
- Health Policy and Organisational Management (health policy, health policy analysis, health public policy, writing policy briefs, management implications of gender and health)
- Statistics and Epidemiology (indicators for health performance, summary measures and inference, comparison of groups, epidemiological methods, interpreting research results, screening)
- Health Planning (concepts in planning, tools for planning, NHS visit, workshop on conflicts, disasters and emergencies)
- Resources Management (ethics for managers, management of human resources, estate management, commissioning and understanding research, controbition of health economics ot health systems, resource allocation)
- Public Health and Health Systems Interventions (Cholera case study, RTA case study)
